The first organizational meeting was held March 3, 1969 for the purpose of electing a steering committee that would contact residents to determine if there was sufficient interest in forming a rural water district. All residents were contacted and a $25.00 fee collected from rural and Talmage residents and $10.00 from interested Manchester residents. The Wilson Co was selected to complete the feasibility study and Hydraulic Drilling Co. was designated to complete the test drilling. Agreements were drawn up with a land owner for the location of the wells and the boundary lines of the District were established. The first Board of Directors of the District was selected on January 2, 1972 and construction work began in the spring of 1972. Until 1995, the District was originally served by five wells in Clay County, KS. In 1995 the project included adding 4 additional wells, a pump station and 18 miles of water line in the South part of the District.
